Thrive Grove is a 30-bed non-congregant shelter in Thousand Oaks that provides dignified, private space and supportive services to individuals experiencing homelessness. Its goal is to help participants transition to permanent housing.
Thrive Grove is focused on serving the local community. Only referrals of persons experiencing unsheltered homelessness who are from the Thousand Oaks area or have long-standing ties to the City are being accepted at this time.
Prospective participants must call 2-1-1 or speak with their caseworker to begin the referral process. Thrive Grove does not allow walk-up or bike-up admissions.

The average stay at Thrive Grove is 3–6 months, with the goal of preparing participants for permanent supportive housing at Many Mansions or other providers.
Service and emotional support animals are allowed. Let staff know about your animal during the referral process.

The facility is staffed 24/7 with trained personnel. A security guard is on site 24/7. We are in constant communication with law enforcement and the City, to ensure that all concerns are addressed immediately.

Yes. Many Mansions offers presentations and site visits at Thrive Grove. We hold regular community meetings and maintain open communication with neighbors and nearby businesses. Yes! We welcome corporate, school, and faith-based groups to partner with us on service projects and community engagement efforts. We also offer presentations and lunch and learns (in-person or via Zoom) on homelessness and affordable housing for corporations and organizations interested in learning more. Thrive Grove is a collaboration between the City of Thousand Oaks, the County of Ventura, and three nonprofits:
Additional ongoing support is received from Vulnerable Populations Law Enforcement Deputies.
Thrive Grove development was funded in part by California’s Encampment Resolution Fund, with additional contributions from the City and the County. Operations are funded via a cost-sharing agreement between the City of Thousand Oaks and the County of Ventura.
Thrive Grove currently provides 30 beds, five of which are reserved for use at law enforcement’s discretion. A second phase may expand to 50 beds.
Thrive Grove fills a crucial gap in Thousand Oaks’ response to homelessness by offering a safe, supportive, and dignified pathway to housing for local residents. It is the only shelter in East Ventura County.
