Designed as a modular village, Thrive Grove offers thirty durable, insulated “tiny home” cabins. To better serve homeless community members in crisis, five cabins will be reserved for use at law enforcement’s discretion. A second phase plan may expand the community to include fifty beds.
An average stay of 3-6 months prepares participants to move into permanent housing with Many Mansions or another Supportive Housing provider.
Thrive Grove offers 24/7 on-site staff, including case managers and navigation specialists. This team works closely with participants providing individualized support, assistance obtaining critical personal documents, and more —all while ensuring a dignified stay.
Only active participants are permitted at Thrive Grove. There are no visitors or walk-in admissions allowed. A dedicated round-the-clock site-monitors and security team, trained for positive interactions with homeless individuals, maintains a safe environment for Thrive Grove and our neighbors.
Thrive Grove is a collaboration between the City of Thousand Oaks, Law Enforcement, the County of Ventura, and three non-profit organizations, each bringing their expertise to ensure best-in-field operations:
Thrive Grove and its program participants also receive invaluable support from Harbor House.
Integrating Trauma Informed Care principles in its design, Thrive Grove is built to foster participant success. Shaded outdoors areas and inviting shared spaces — monitored by staff — promote relationship building and connection. The community’s calm color palettes and hues inspire tranquility and healing– helping to support participants as they step towards a brighter future.
On-site Amenities include case management offices, a serving kitchen and communal activity spaces, laundry and shower facilities, dining areas, a dog run, and bike racks. Participants can also access additional secured storage spaces, helping to keep their personal units organized and belongings safe.
